On the Second Year of QRIS: Revealing the Transaction Experience through “Mobile Banking” and Digital Money

In the first two year, QRIS feature started to show an extraordinary growth in adoption as DailySocial described in the first part of the article. This is validated by Bank Indonesia (BI) data regarding the increase in transactions over the past year.

Aside from transactions, we also saw an increasing enthusiasm from users which highlighted various issues related to QRIS adoption in the field. This issue was revealed through a mini survey we conducted with 65 respondents. Although it does not represent the majority of digital payment service users in Indonesia, this survey is in line with the main spirit, which is to highlight issues to create room for improvement for stakeholders.

In the second part, DailySocial highlights more detailed issues from the user’s perspective, such as product categories that are often purchased to which payment platforms are preferred to make transactions using the QRIS method.

QRIS on the run

In a previous article, one of the challenges of adopting QRIS is the limitations of merchants that accept payments using this method. Unsurprisingly, most of the respondents admitted to make transactions more for food and beverage (95.2%). In other categories, QRIS transactions are also used to purchase basic needs (35.5%), donations (17.7%), and transportation services (11.3%).

Of the 93.8% of respondents who made transaction using the QR Code method, 33.3% of them spent IDR 50,000-IDR 300,001 for transactions. Moreover, by 22.7% of respondents spent more than Rp1 million, Rp. 500,001-Rp. 1,000,000 (21.2%), Rp300,001-Rp500,000 (18.2%), and under Rp50,000 (4.5%).

When QRIS transactions available for broader categories, such as diverse public transportation, street vendors, and markets, the adoption will certainly increase in a rapid way. In fact, many consumers in this segment still making transaction using cash rather than unfamiliar payment methods.

Mobile banking vs digital money

One of the interesting facts we collected from this survey is how users feel more comfortable in making transaction using QRIS method through mobile banking applications (58.1%) rather than digital money (e-money).

Categorized by platform, mobile banking applications (28.8%) still outperform e-money, such as OVO (27.1%), GoPay (25.4%), and ShopeePay (15.25%). And the reason is?

Based on the elaboration result of a number of respondents, the mobile banking application is automatically connected to savings, therefore, they do not need to top up and incur administrative costs. There is no need to download each e-money applications, let alone top up to multiple platforms (if you use more than one).

What’s interesting is, digital bank is considered to provide a strong reason why QRIS transactions are more popular in mobile banking applications. Respondents stated, the pocket feature in the application makes it easier to allocate a budget that can be devoted to transactions, such as snacks or transportation, without disturbing other budgets.

Meanwhile, other respondents considered that QRIS transactions through e-money offered a value proposition that mobile banking might not have, including payments with points or rewards. For example, the OVO application. In terms of experience, digital wallets are considered superior due to faster login process than mobile banking.

“Another reason is that users are used to e-money. There are also lots of merchants receive QRIS from e-money. In addition, QRIS is more suitable for transactions with a nominal value of under IDR 500 thousand and e-money is considered appropriate for that need,” some respondents said.

Market education

The elaboration seems to be sufficient to answer why as many as 68.8% claimed to obtain information about QRIS from the payment platform they use daily. Meanwhile, 60.9% answered from the merchant where they made transactions. Payment platforms and merchants can be the main vehicle to educate QRIS adoption.

BCA Digital’s CEO, Lanny Budiati said one of the efforts to increase awareness to users is through attractive promos that can only be obtained when making transaction at merchants using the QRIS method. Company data records that around 10% of BCA Digital’s total customers have done transactions using QRIS with a total volume of Rp1 billion since the blu application was released on July 2, 2021.

“We continue to encourage customers to experience the QRIS adoption convenience. We also prepare educational content on various social media channels regarding how to use it and its benefits. Going forward, BCA Digital will continue to encourage the QRIS development based on the roadmap of Bank Indonesia and the Indonesian Payment System Association ( ASPI),” Lanny said to DailySocial.

Meanwhile, Bank Neo Commerce’s President Director, Tjandra Gunawan considered that all kinds of new technologies would take a long time in terms of adoption. He admitted the optimism that QRIS adoption will be absorbed quickly considering the trend of cashless payments has mushroomed in the past year. In addition, more merchants and financial applications are providing the QRIS feature.

“Neo Commerce Bank will be active in providing financial education to the public, not only familiarizing with the QRIS feature, but also a safe and comfortable digital lifestyle,” he told DailySocial.

Mark The Second Year of QRIS Adoption Amidst Indonesia’s Digital Financial Acceleration

Recently, Bank Indonesia (BI) announced the rapid increase of QRIS based payment transactions over the past year. The transaction value has reached Rp 9 trillion in the first semester of 2021 or increased by 214% compared to the same period last year. The increasing number also happened to merchants using QRIS  at 8.2 million. At least, there will be an increase of around 3 million from 6 million merchants at the end of 2020.

In a Digi X webinar held by Infobank, Bank Indonesia’s Assistant Governor and Head of the Payment System Policy Department, Filianingsih Hendarta, said that the Covid-19 pandemic has had a significant booster effect on the acceleration of Indonesia’s digital finance. Aside from the shifting consumer behavior to digital, this acceleration is backed by the players’ collaboration in the digital ecosystem of the banking and non-bank sectors.

“In the near future, we are to launch the Customer Presented Mode feature as we currently have Merchant Presented Mode. We are also piloting QRIS transactions for cross borders, both inbound and outbound,” said the woman familiarly called Fili.

With the unexpected achievement, how is the manifestation of QRIS implementation in the future during this situation, and what kind of efforts are needed to encourage its adoption?

About QRIS

QRIS or Quick Response Code Indonesian Standard (QRIS) is part of Bank Indonesia’s five major initiatives towards the Indonesian Payment System (SPI) 2025.

QRIS was developed by Bank Indonesia and the Indonesian Payment System Association (ASPI) to combine various QR codes from various Payment System Service Providers (PJSP) into one QR Code. As a digital payment system, QRIS is designed as a QR Code Standard for server-based electronic money applications, digital wallets, and mobile banking.

Technically, QRIS is available in two types. First, in a static format (print media/stickers, one QR Code for every transaction, QR Code does not have a nominal value, only manual input). Second, dynamic (QR Code through receipts printed by the EDC machine/appears on the monitor, different QR Code for each transaction, QR Code has a nominal payment).

People can make payment at merchants with one QR Code for all platforms. The scenario is, if you can’t buy drinks because the relevant merchant doesn’t accept your payment option, QRIS will enable the merchant to accept every payment from each platform. It will no longer require one EDC machine for one platform. QRIS provides space for the public to make payments regardless of the platform with one QR Code.

Therefore, why do we need QRIS? This technology can expand national non-cash payments acceptance in a more efficient way. Through the use of one standard QR Code, goods and services providers no longer require different types of QR Codes from different publishers.

Long before QRIS was launched, the government had implemented QR Code as a payment option since the middle of 2015. However, PJSP was using QR exclusively at that time. With the growth of smartphone penetration and the opportunity to help the unbanked and underbanked segments, BI decided to create the QR Code standardization.

Another reason is that BI discovers a high success rate in QR as a payment option in several countries, China through Alipay and WeChatPay, and India through PayTm and BharatQR.

Two years after its official launch, QRIS reaped positive achievements–mostly helped by the pandemic. Based on BI’s data, QRIS transaction volume rose 247% in the second quarter of 2021 to 83.85 million transactions. Meanwhile, the transaction value skyrocketed 336% to Rp5.59 trillion compared to the same period last year.

Similar to QRIS, other players and industries in the digital financial ecosystem are also experiencing positive growth due to the pandemic. As Fili said at the webinar, the growth of the digital financial ecosystem (EKD) this year is projected to continue to increase.

Adoption and Challenges

Considering its premature stage, QRIS’s adoption progress has not been massive. Many consumers find it difficult to use it, especially with today’s society limitations. It is visible from a small survey, involving 65 respondents, conducted online by DailySocial in August 2021.

This survey may not be able to represent the major issues in the field, but respondents provide interesting perspectives as a room for improvement to the stakeholders involved.

First, the transaction challenges using QRIS. Based on respondents’ answers, as many as 65.6% admitted that many merchants are yet to provide QRIS option. Furthermore, around 55.7% said that internet connection may hamper the transactions, and 29.5% of respondents said that the QRIS has a relatively long scanning process.

An interesting fact is that several respondents highlighted how some merchants only used QRIS as a display. They said there are some merchants that provide QRIS, but the cashiers rarely offer it to consumers as they are not familiar with it.

Meanwhile, some respondents admitted that they are not interested in trying QRIS because of its limited availability (60.9%), consumers do not know how to use it (17.4%), the feature is yet to available on the device (13%), and cashiers rarely offer payments with QRIS (4.3%).

From business players perspective, BI has applied some relaxation to the policies to reduce burden on its implementation. Quoting Kontan, BI announced the transaction fee or merchant discount rate (MDR) borne by partners/merchants will be 0.7%. Using QR only costs IDR 35 thousand for one QR code at each merchant.

Merchant expansion

The Covid-19 pandemic has had a positive impact on Indonesia’s digital financial ecosystem. However, the government and stakeholders should ideally not make this a temporary golden moment. There should be bigger room for improvement, therefore, QRIS adoption can consistently increase until the post-Covid era. Moreover, some people are getting used to the digital payment transition,

The remaining information, many respondents expected the QRIS adoption could be expanded and not limited to food and beverage transactions. As many as 87.3% of respondents expect QRIS to be used on street stalls, 81% in markets, 76.2% for government services, and 68.3% for public transportation.

The government also needs to explore how to maximize the QRIS adoption and whether social restriction policy is to continue. With the social restriction in public places, such as shopping centers, how do people suppose to use QRIS while many merchants are not operating. Except for food delivery orders.

As reported by Bisnis, BCA experienced a decline in physical transactions, which affected services using the QRIS method. Meanwhile, based on our respondents’ answers, they began to use QRIS less frequently since the social restriction for the last few months. As many as 20% of respondents admitted that they only make transactions once in 3 months and 2-3 times per month. A total of 16.7% said that they use QRIS for transactions about 2-3 times per week.

DailySocial seeks for Bank Indonesia’s comment regarding the related issues, but no further statement has been made to this point. BI has actually updated the policy on using QRIS by increasing the transaction limit from Rp2 million to Rp5 million.

Soon, BI is to release a Customer Presented Mode feature where merchants perform scans. However, is this enough? The government should not waste the momentum with the current digital acceleration and changes in consumer behavior.

Dua Tahun QRIS: Adopsi di Tengah Akselerasi Keuangan Digital Indonesia

Beberapa waktu lalu, Bank Indonesia (BI) menyebutkan total transaksi pembayaran dengan metode QRIS meningkat pesat selama satu tahun terakhir. Nilai transaksi QRIS mencapai sebesar Rp9 triliun di semester I 2021 atau melesat 214% dibandingkan periode sama tahun lalu. Total merchant yang menggunakan QRIS juga naik menjadi 8,2 juta. Setidaknya, ada penambahan sekitar 3 juta dari 6 juta merchant di akhir 2020.

Dalam sebuah webinar Digi X yang digelar Infobank, Asisten Gubernur dan Kepala Departemen Kebijakan Sistem Pembayaran Bank Indonesia Filianingsih Hendarta mengungkapkan, pandemi Covid-19 memberikan efek booster luar biasa terhadap percepatan keuangan digital di Indonesia. Selain faktor peralihan perilaku konsumen ke digital, akselerasi ini terbantu kolaborasi para pelaku di ekosistem digital di sektor bank dan non-bank yang semakin erat.

“Dalam waktu dekat, kami juga akan segera meluncurkan fitur Customer Presented Mode karena sekarang kita baru ada Merchant Presented Mode. Kami juga sedang piloting transaksi QRIS untuk cross border, baik inbound maupun dan outbound,” ungkap wanita yang karib disapa Fili ini.

Dengan pencapaian yang tidak terduga ini, bagaimana asa implementasi QRIS ke depan di situasi saat ini, dan apa saja upaya yang dapat dilakukan untuk mendorong adopsinya?

Tentang QRIS

QRIS atau Quick Response Code Indonesian Standard (QRIS) merupakan bagian dari lima inisiatif besar yang dicanangkan Bank Indonesia untuk menuju Sistem Pembayaran Indonesia (SPI) 2025.

QRIS dikembangkan Bank Indonesia dan Asosiasi Sistem Pembayaran Indonesia (ASPI) untuk menggabungkan berbagai macam QR dari berbagai Penyelenggara Jasa Sistem Pembayaran (PJSP) menjadi satu QR Code. Sebagai sistem pembayaran digital, QRIS dirancang sebagai Standar QR Code untuk aplikasi uang elektronik berbasis server, dompet digital, dan mobile banking.

Secara teknis, QRIS tersedia dalam dua jenis. Pertama, dalam format statis (media cetak/stiker, QR Code sama setiap transaksi, QR Code belum ada nominal sehingga input manual). Kedua, dinamis (QR Code lewat struk yang dicetak mesin EDC/tampil di monitor, QR Code selalu berbeda tiap transaksi, QR Code punya nominal pembayaran).

Masyarakat dapat membayar transaksi di merchant dengan satu QR Code untuk semua platform. Skenarionya begini, apabila Anda tidak bisa membeli minuman karena merchant terkait tidak menerima opsi pembayaran Anda, QRIS akan memampukan merchant untuk menerima setiap pembayaran dari setiap platform. Tidak perlu lagi satu mesin EDC untuk satu platform. QRIS memberikan ruang bagi masyarakat untuk melakukan pembayaran apapun platformnya dengan satu QR Code.

Lalu, mengapa kita memerlukan QRIS? Teknologi ini dapat memperluas akseptasi pembayaran nontunai nasional secara lebih efisien. Melalui penggunaan satu standar QR Code, penyedia barang dan jasa tidak perlu memiliki berbagai jenis QR Code dari penerbit yang berbeda.

Jauh sebelum QRIS diluncurkan, sebetulnya pemerintah sudah menerapkan QR Code sebagai alat pembayaran sejak paruh 2015. Namun, saat itu PJSP masih menggunakan QR secara eksklusif. Dengan pertumbuhan penetrasi smartphone dan peluang untuk membantu segmen unbanked dan underbanked, BI memutuskan melakukan standardisasi QR Code.

Alasan lainnya adalah BI melihat contoh keberhasilan tinggi pada QR sebagai alat pembayaran di beberapa negara, yaitu Tiongkok melalui Alipay dan WeChatPay, serta India lewat PayTm dan BharatQR.

Sama halnya seperti QRIS, pelaku dan industri di ekosistem keuangan digital lainnya juga mengalami pertumbuhan positif dikarenakan pandemi. Sebagaimana disampaikan Fili pada webinar tersebut, pertumbuhan ekosistem keuangan digital (EKD) di tahun ini diproyeksi terus meningkat.

Adopsi dan tantangan

Mengingat QRIS masih seumur jagung, progress adopsinya pun belum masif. Konsumen banyak menemui kesulitan dalam penggunaannya, terlebih dengan batasan ruang gerak masyarakat saat ini. Hal ini diketahui dari survei kecil, yang melibatkan 65 responden, yang dilakukan DailySocial di bulan Agustus 2021 secara online.

Survei ini mungkin memang belum dapat mewakili mayoritas isu yang ada di lapangan, namun responden memberikan perspektif menarik yang sebetulnya dapat menjadi ruang perbaikan bagi pemangku kepentingan yang terlibat.

Pertama, tantangan ketika bertransaksi dengan QRIS. Menurut responden, sebanyak 65,6% responden mengaku banyak merchant belum mengadopsi QRIS. Kemudian, sekitar 55,7% menilai koneksi internet mempersulit transaksi, dan 29,5% responden menyebut proses scan QRIS relatif lama.

Yang cukup menarik adalah beberapa responden menyoroti bagaimana merchant yang mereka temui hanya menjadikan QRIS sebagai pajangan. Mereka menilai, ada merchant yang telah mengaktifkan QRIS, tetapi kasir jarang menawarkan kepada konsumen karena tidak tahu cara menggunakannya.

Sementara itu, sebagian responden mengaku belum berminat menjajal QRIS karena ketersediaan QRIS di merchant terbatas (60,9%), konsumen tidak tahu cara menggunakannya (17,4%), fitur belum tersedia di perangkat (13%), dan kasir jarang menawarkan pembayaran dengan QRIS (4,3%).

Dari sudut pandang pelaku usaha, sebetulnya BI sudah melonggarkan kebijakan agar tidak memberatkan impelementasinya. Mengutip Kontan, BI menetapkan biaya transaksi atau merchant discount rate (MDR) yang ditanggung oleh mitra/merchant hanya 0,7%. Menggunakan QR hanya mengeluarkan biaya Rp35 ribu untuk satu kode QR di setiap merchant.

Perluasan merchant

Pandemi Covid-19 membawa dampak positif terhadap ekosistem keuangan digital Indonesia. Akan tetapi, pemerintah dan para pemangku kepentingan idealnya jangan menjadikan ini sebagai momentum emas sementara. Perlu ada ruang perbaikan lebih agar adopsi QRIS dapat meningkat secara konsisten hingga sampai era pasca-Covid nanti. Apalagi, mumpung sebagian masyarakat sudah mulai terbiasa dengan transisi pembayaran digital,

Masih dari survei yang kami lakukan, banyak responden berharap adopsi QRIS dapat diperluas penggunaannya dan tidak terbatas pada transaksi makanan dan minuman saja. Sebanyak 87,3% responden mengharapkan QRIS dapat digunakan pada pedagang kaki lima, 81% di pasar, 76,2% layanan pemerintah, dan 68,3% untuk transportasi publik.

Pemerintah juga perlu memikirkan bagaimana memaksimalkan adopsi QRIS apabila pembatasan sosial masih akan terus berlanjut. Dengan pengetatan aktivitas di tempat publik, seperti pusat perbelanjaan, bagaimana memberlakukan QRIS apabila merchant saja sudah banyak yang tidak beroperasi. Kecuali untuk pemesanan food delivery.

Sebagaimana diberitakan Bisnis, BCA sempat mengalami penurunan transaksi fisik sehingga memengaruhi layanan dengan metode QRIS. Sementara, menurut responden kami, mereka mulai jarang menggunakan QRIS dengan pengetatan aktivitas beberapa bulan terakhir. Sebanyak 20% responden mengaku masing-masing hanya bertransaksi 1 kali dalam 3 bulan ke atas dan 2-3 kali per bulan. Sebanyak 16,7% menyebut bertransaksi QRIS sekitar 2-3 kali per minggu.

DailySocial sempat mencoba meminta tanggapan Bank Indonesia terkait isu-isu di atas, tetapi belum ada pernyataan lebih lanjut. BI sebetulnya sudah memperbarui kebijakan penggunaan QRIS dengan menaikkan limit transaksi dari Rp2 juta menjadi Rp5 juta.

Dalam waktu dekat, BI juga akan merilis fitur Customer Presented Mode di mana merchant yang melakukan scan. Namun apakah ini sudah cukup? Pemerintah diharapkan tidak sampai kehilangan momentum dengan gejolak akselerasi digital dan perubahan perilaku konsumen saat ini.
